မေကြးတိုင္းေဒသၾကီးအတြင္း လူထုဗဟိုျပဳစီမံကိန္း အေကာင္အထည္ေဖာ္ေဆာင္ရြက္မည့္ ျမိဳ႕နယ္ေရြးခ်ယ္ျခင္းဆိုင္ရာ အၾကံဉာဏ္ရယူျခင္းအစည္းအေဝးက်င္းပ :: Consultation Meeting on township selection for the CDD project in Magway Region

ကမၻာ့ဘဏ္၏ေထာက္ပံ့မႈျဖင့္ ေမြးျမဴေရး၊ ေရလုပ္ငန္းႏွင့္ ေက်းလက္ေဒသဖြံ႕ျဖိဳးေရး ဝန္ၾကီးဌာန၊ ေက်းလက္ေဒသ ဖြံ႕ျဖိဳးတိုးတက္ေရး ဦးစီးဌာနက တာဝန္ယူ အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္လ်က္ရွိသည့္ လူထုဗဟိုျပဳ စီမံကိန္း ဒုတိယႏွစ္အတြက္ မေကြးေဒသၾကီးအတြင္း စီမံကိန္းအက်ိဳးခံစားခြင့္ရမည့္ ျမိဳ႕နယ္တစ္ျမိဳ႕နယ္ေရြးခ်ယ္ရန္ အၾကံဉာဏ္ရယူျခင္း အစည္းအေဝးကို ၂ဝ၁၃ ႏိုဝင္ဘာလ ၆ ရက္ေန႔က မေကြးျမိဳ႕၊ ျမိဳေတာ္ခန္းမတြင္ က်င္းပခဲ့သည္။ အခမ္းအနားသို႔ မေကြးတိုင္းေဒသၾကီး ဝန္ၾကီးခ်ဳပ္၊ ကမၻာ့ဘဏ္မွကိုယ္စားလွယ္ႏွင့္ ေက်းလက္ေဒသ ဖြံ႕ျဖိဳးတိုးတက္ေရး ဦးစီးဌာန ႐ံုးခ်ဳပ္မွ တာဝန္ရွိပုဂၢိဳလ္မ်ား၊ တိုင္းေဒသၾကီးအတြင္းရွိ ဌာနဆိုင္ရာအဖြဲ႕အစည္းမ်ားမွ တာဝန္ရွိသူမ်ား၊ လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ား၊ အစုိးရမဟုတ္ေသာ အဖြဲ႔အစည္းမ်ားမွ တာဝန္ရွိပုဂၢိဳလ္မ်ား၊ ႏိုင္ငံေရးပါတီမ်ား၊ မီဒီယာအဖြဲ႔မ်ားႏွင့္ အျခားဖိတ္ ၾကားထားသူမ်ား တက္ေရာက္ခဲ့ၾကပါသည္။

အစည္းအေဝးတြင္ မေကြးတိုင္းေဒသၾကီး ဝန္ၾကီးခ်ဳပ္က အဖြင့္အမွာစကား ေျပာၾကားျပီး၊ ေက်းလက္ ေဒသဖြံ႔ျဖိဳးတိုးတက္ေရး ဦးစီးဌာနမွ တာဝန္ရွိသူတစ္ဦးက စီမံကိန္းအေၾကာင္း အက်ဥ္းခ်ဳပ္ႏွင့္ ျမိဳ႕နယ္ေရြးခ်ယ္ ရန္အတြက္ သတ္မွတ္ထားသည့္ စည္းမ်ဥ္းစည္းကမ္းမ်ားကို ရွင္းလင္းတင္ျပပါသည္။ ထို႔ေနာက္ အစည္းအေဝး အစီအစဥ္အတိုင္း တက္ေရာက္လာသူမ်ားက သိလိုသည္မ်ားကို ေမးျမန္းျခင္း၊ တက္ေရာက္လာသူမ်ားက အဖြဲ႕ အလိုက္ ေဆြးေႏြးျခင္းျဖင့္ စီမံကိန္းအတြက္ အဆိုျပဳျမိဳ႕နယ္ ေရြးခ်ယ္ တင္ျပျခင္း၊ အဖြဲ႔အသီးသီးမွ တာဝန္ခံ မ်ားက အဆိုျပဳျမိဳ႕နယ္ ေရြးခ်ယ္ရျခင္းအေၾကာင္းကို ျပန္လည္တင္ျပျခင္း၊  အဖြဲ႔လိုက္တင္ျပလာသည့္ အဆိုျပဳ ျမိဳ႕နယ္မ်ားအေပၚ အမွတ္ေပးတြက္ခ်က္၍ ရလဒ္မ်ား တင္ျပျခင္းတို႔ ျပဳလုပ္ခဲ့သည္။

အစည္းအေဝးတက္ေရာက္သူမ်ား၏ ေရြးခ်ယ္မႈအရ မေကြးတိုင္းေဒသၾကီးအတြင္း စီမံကိန္းခံစား ခြင့္ရ ျမိဳ႕နယ္အျဖစ္ ဦးစားေပးအဆင့္အလိုက္ ေရြးခ်ယ္ခံရသည့္ ျမိဳ႕နယ္ ၃ ခုမွာ မင္းတုန္းျမိဳ႕၊ ေစတုတၱရာျမိဳ႕ႏွင့္ ေဆာျမိဳ႕တို႕ ျဖစ္ပါသည္။ ထိုျမိဳ႕နယ္မ်ားအတြက္ တိုင္းေဒသၾကီးဝန္ၾကီးခ်ဳပ္၏ သေဘာထားမွတ္ခ်က္ ရယူျပီးေနာက္ ႏိုင္ငံျခားအကူအညီ စီမံခန္႔ခြဲေရး ဗဟိုေကာ္မတီသို႔ ဆက္လက္တင္ျပသြားမည္ ျဖစ္ပါသည္။ ဗဟုိေကာ္မတီမွ အတည္ျပဳျပီးပါက ကမၻာ့ဘဏ္သို႕ ဆက္လက္တင္ျပျပီး ကန္႕ကြက္ရန္ မရွိေၾကာင္း ေထာက္ခံ ခ်က္ ရယူမည္ ျဖစ္ပါသည္။ အဆင့္ဆင့္အတည္ျပဳျပီးပါက လူထုဗဟိုျပဳစီမံကိန္း၏ အေကာင္အထည္ေဖာ္ရန္ ဆက္လက္ေဆာင္ရြက္မည္ ျဖစ္ပါသည္။

ဤစီမံကိန္းသည္ ဆင္းရဲႏြမ္းပါးေသာ ေက်းလက္ေနျပည္သူမ်ားအေနျဖင့္ အေျခခံ လူမႈစီးပြား အေဆာက္အဦမ်ားႏွင့္ ဝန္ေဆာင္မႈမ်ားကို လူထုအေျချပဳနည္းလမ္းျဖင့္ လက္လွမ္းမီ အသုံးခ်ႏိုင္ေစရန္ ရည္ရြယ္ပါသည္။ 

စီမံကိန္းကို တိုင္းေဒသၾကီး/ျပည္နယ္ ၁၄ ခုမွ ျမိဳ႕နယ္တစ္ျမိဳ႕နယ္စီႏွင့္ အစိုးရအဖြဲ႔ ႐ံုးစိုက္သည့္ ေနျပည္ေတာ္ေကာင္စီနယ္ေျမ အပါအဝင္ စုစုေပါင္း ျမိဳ႕နယ္ ၁၅ ျမိဳ႕တြင္ အေကာင္အထည္ေဖာ္သြားမည္ ျဖစ္သည္။ 

စီမံကိန္း စတင္အေကာင္အထည္ေဖာ္သည့္ ပထမႏွစ္ (၂၀၁၃-၂၀၁၄) တြင္ ရွမ္းျပည္နယ္ (ေျမာက္) ရွိ နမ့္ဆန္ျမိဳ႕နယ္၊ ခ်င္းျပည္နယ္ရွိ ကန္ပက္လက္ျမိဳ႕နယ္ႏွင့္ တနသၤာရီတိုင္းအတြင္းရွိ ကြၽန္းစုျမိဳ႕နယ္တို႔တြင္ စီမံကိန္း စတင္ အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္လ်က္ရွိပါသည္။ ဒုတိယႏွစ္တြင္ စစ္ကိုင္းတိုင္းေဒသၾကီး၊ မေကြးတိုင္းေဒသၾကီး၊ ဧရာဝတီတိုင္းေဒသၾကီး၊ ကရင္ျပည္နယ္ႏွင့္ ရခိုင္ျပည္နယ္တို႔တြင္  ဆက္လက္ အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္မည္ျဖစ္သည္။

For the Second Year of Community Driven Development Project which is being managed and implemented by the Department of Rural Development, the Ministry of Livestock, Fisheries and Rural Development with supports from World Bank, meeting for "Consultation Meeting on township selection For the CDD project" was celebrated at City Hall, Magway on 6 November 2013. Prime Minister of the Magway Division, responsible person from World Bank and the Department of Rural Department (Head office), responsible people from concerned department in Magway Division, responsible people from NGOs and political parties, media and other invited parties attended the meeting.

Prime Minister of Magway Division delivered the speech at first and responsible person of the Department of Rural Development explained about the project briefly and township selection criteria. Then the other activities were conducted viz. attendees asked their desired questions; attendees conducted group discussion and submitted proposed township; officer in charge made group discussion; and the results were presented based on discussed facts.

The three most priority townships to have the project implemented in Magway Division  are Min Tone  Township, Saytotetayar Township and Saw Township according to the choice of the attendees. The townships lists would be submitted to Foreign Aids Management Central Committee after getting comments from the Prime Minister of Magway Division. If the Central Committee has confirmed, it will be submitted to World Bank to get recommendation for no objection with the list. If the list was confirmed step by step, Community Driven Development Project would be implemented.

This project is to enable poor rural communities in Myanmar to benefit from improved access and use of basic infrastructure and services through a people-centered approach.

Project will be implemented in total 15 towns including each township of 7 States and 7 Divisions and Nay Pyi Taw Council Area in which the Government Offices are settled.

For the first year of the project (2013-2014), the projects are being implemented in Nansam Township (Shan State (North)), Kanpatlet Township (Chin State) and Kyun Su Township in Tanintharyee Division. For the second year, the project will be implemented in Sagaing Division, Magway Division, Ayeyarwaddy Division, Kayin State and Rakhine State.
