COMMUNITY DRIVEN DEVELOPMENT PROJECT (CDD PROJECT)

Project Development Objective

The development objective is to enable poor rural communities to benefit from improved access to and use of basic infrastructure and services through a people-centered approach and to enhance the government’s capacity to respond promptly and effectively to an eligible crisis or emergency.This approach will empower villagers to manage and participate in their own development. The objective will be achieved through: (i) financing community-identified rural infrastructure investments; (ii) strengthening the capacity of communities in partnership with local authorities to effectively identify, plan and implement their development priorities; and (iii) facilitating the participation of the poor and vulnerable, both women and men, throughout the project cycle at the community level.

Summary of Project Components

The project is comprised of five components, implemented over a period of approximately six years. Each component will include specific activities that seek a gender balance as well as to empower women.
1. Component 1: Community Block Grants (US$52.2 million), to finance three annual cycles of on average US$27,000 to about 640 village tracts in 15 townships for priority community level infrastructure. The infrastructure to be financed will be based on an open menu (using a negative list) and typically include small feeder roads, foot-paths and bridges, small dykes, drinking water systems, rehabilitation of class rooms and health centers, and small-scale rural electrification. Considering the unfamiliarity of government and communities with the concept of community empowerment, the first annual cycle in each township will contain a positive list of sub-projects that are easier to implement (using standardized designs). Block grants will be allocated through a participatory planning process covering all villages within a village tract. All village tracts in selected townships will be covered for equity purposes. Planning and prioritization of sub-projects will be undertaken by villagers and representative village tract forums.
2. Component 2: Facilitation and Capacity Development (US$14.2 million), to finance technical assistance and institutional support at the union and township levels, including the hiring of community facilitators for the purpose of supporting the implementation of community driven activities under component 1 and a grievance redress mechanism. In this context, it will support capacity development in areas such as participatory processes, project management, gender equality and inclusion, environmental management and social accountability for local committee members as well as government staff at the township, region/state and union levels.
3. Component 3: Knowledge and Learning (US$1.8 million), to support government staff and community and civil society representatives through learning from community based approaches implemented within Myanmar. Other activities will include south-south learning exchanges to expose government counterparts to successful community driven development approaches in ASEAN countries and other regions. There will also be annual multi-stakeholder reviews to share experiences from the previous cycle and discuss ways to improve the project’s design and implementation for the next cycle. These reviews will include lessons learned with regard to governance and anti-corruption measures. Moreover, the project will fund an annual “development marketplace” to highlight the most promising innovations in people-centered development in Myanmar with a view to initiating these in the project areas. Finally, a CDD gender network will be established for the project to improve gender equality and women’s empowerment.
4. Component 4: Implementation Support (US$11.8 million), to support project management at the union and township levels, including monitoring and evaluation, reporting and communications as well as administration and logistical support for project implementation. Furthermore, this component will include third-party financial and technical audits.
5. Component 5: Emergency Contingency Response (US$0 million), to allow for the rapid reallocation of grant proceeds from other components in order to provide preparedness and rapid response support to disaster, emergency and/or catastrophic events, as needed. The conditions for disbursement under this component are presented in Section G. below. The funds flow and disbursement arrangements will be determined at the time that a contingency response is activated.

အမ်ိဳးသားအဆင့္ ေက်းလက္လူထု ဗဟိုျပဳဖြံ႔ျဖိဳးေရး အမ်ိဳးသားစီမံကိန္းကို ကမၻာ့ဘဏ္က ေထာက္ပံ့ေသာေငြ အေမရိကန္ေဒၚလာ သန္းေပါင္း ၈၀ ျဖင့္ ေဆာင္ရြက္သည္။

စီမံကိန္း ရည္ရြယ္ခ်က္

အဓိက ရည္ရြယ္ခ်က္သည္ ဆင္းရဲႏြမ္းပါးေသာ ေက်းလက္ေနျပည္သူတို႔ အေျခခံအေဆာက္အဦမ်ားကို ရယူသံုးစြဲႏိုင္ေစရန္ ျပည္သူအေျချပဳ ခ်ဥ္းကပ္မႈပံုစံ ျဖစ္သည္။ ေက်းလက္ေနျပည္သူတို႕ကို သူတို႕အတြက္ အလိုအပ္ဆံုးျဖစ္ေသာဘက္တြင္ ရင္းႏွီးျမႇဳပ္ႏွံႏိုင္ေစမည္ျဖစ္သည္။ ဥပမာ - လမ္း၊ တံတား၊ ေရသြင္းေျမာင္း၊ ေက်ာင္း၊ ေဆးခန္း၊ ေက်းလက္ေဈး စသည္။

ဆင္းရဲ ႏြမ္းပါးေသာ ျပည္သူတို႕ အတြက္ ေဆာင္ရြက္မည့္ ပုံစံ

ေက်းလက္ ျပည္သူတို႕ (ရြာသူ ရြာသားမ်ား) သည္ မိမိ ဖြံ႕ၿဖိဳးေရး ကိစၥကို မိမိ ကိုယ္တိုင္ လုပ္ေဆာင္ခြင့္ ရမည္ ျဖစ္သည္။ ဤစိမံကိန္းက
(က) ေက်းလက္ ျပည္သူတို႕ ေရြးခ်ယ္ေသာ ေက်းလက္ အေျခခံ အေဆာက္အဦ အတြက္ ေငြေျကး ထုတ္ေပးမည္၊
(ခ) ေက်းလက္ ျပည္သူမ်ားကို ေဒသအာဏာပိုင္မ်ားႏွင့္ ထိေရာက္စြာ ေပါင္းစပ္၍ မိမိတို႕လိုလားေသာ ဖြံ႕ၿဖိဳးမႈဦးစားေပး အစဉ္ကို ေရြးခ်ယ္တတ္၊ စီမံတတ္၊ အေကာင္အထည္ ေဖၚတတ္ ေစရန္ ေလ့က်င့္ သင္ၾကား ေပးမည္၊
(ဂ) ႏြမ္းပါးသူ၊ ထိခိုက္လြယ္အုပ္စု (အားနည္းသူမ်ား) ေယာက္်ားေရာ မိန္းမမ်ားပါ စီမံကိန္း စက္ဝန္းတေလွ်ာက္လုံး ပါဝင္နိုင္ေစလိမ့္မည္။

စီမံကိန္း၏ အက်ိဳးကို ခံစား ရမည့္သူ

စီမံကိန္းက ျပည္ေထာင္စု နယ္ေျမ/ တိုင္းေဒသၾကီး ၇ ခု/ ျပည္နယ္ ၇ ခု မွ ၁ ၿမိဳ႕နယ္စီျဖင့္ ၁၅ ၿမိဳ႕နယ္ရွိ (ခန္႕မွန္း ေက်းရြာ အုပ္စုေပါင္း ၆၄၀ ခန္႕) ေက်းရြာအုပ္စုတိုင္းကို တစ္ႏွစ္ အေမရိကန္ ေဒၚလာ ၂၇၀၀၀ ျဖင့္ ၃ ႏွစ္ ဆက္တိုက္ ေထာက္ပံ့ ေပးမည္ ျဖစ္သည္။

ရန္ပုံေငြ ခ်ထား ေပးမည့္ ပုံစံ

စုစုေပါင္း ခ်ထား ရန္ပုံေငြသည္ အေမရိကန္ ေဒၚလာ ၈၆(ဒသမ)၃ သန္း ျဖစ္သည္။ IDA pre-arမears clearance grant အေမရိကန္ ေဒၚလာ သန္း ၈၀ ႏွင့္ အစိုးရ ေထာက္ပံ့ေငြ အေမရိကန္ ေဒၚလာ ၆(ဒသမ)၃ သန္း ျဖစ္သည္။

စီမံကိန္း အစိတ္အပိုင္းမ်ား

စီမံကိန္းတြင္ ေအာက္ပါအတိုင္း အစိတ္အပိုင္း (၅) ခု ပါဝင္သည္၊ စီမံကိန္း ကာလ (၆) ႏွစ္ ခန္႕ ၾကာျမင့္မည္ ျဖစ္သည္-
(က) ေက်းလက္ လူထုသို့ ခ်ထား ေပးေငြ
(ခ) (လူထု) စည္းရုံးေရး ႏွင့္ ေလ့က်င့္ သင္ၾကားေရး
(ဂ) ဗဟုသုတ ရရွိေစျခင္း ႏွင့္ သင္ယူ ေလ့လာျခင္း
(ဃ) လုပ္ငန္း အေကာင္ အထည္ ေဖၚရန္ အေထာက္ အပံ့
(င) အေရးေပၚ အေျခ အေန အတြက္ တုန္႕ျပန္မႈ
အစိတ္အပိုင္းမ်ားတိုင္းတြင္ က်ားမ အခြင့္အေရး တန္းတူရရွိေစရန္ႏွင့္ အမ်ိဳးသမီးမ်ား စြမ္းေဆာင္ရည္ျမႇင့္တင္ေပးရန္ဟူေသာ ကိစၥရပ္ ပါဝင္ မည္ ျဖစ္သည္။

စီမံကိန္း အေကာင္အထည္ေဖာ္မည့္ ပုံစံ

အဓိက ဆုံးျဖတ္(ေရြးခ်ယ္)သူသည္ ေက်းရြာအုပ္စုဖိုရမ္ (အစုအဖြဲ႕ ေဆြးေႏြးပြဲ) ႏွင့္ ေက်းရြာလုပ္ငန္း အေကာင္အထည္ ေဖၚေရး ေကာ္မတီမ်ား ျဖစ္သည္။ ဖိုရမ္မ်ားႏွင့္ ေကာ္မတီမ်ားသည္ ရရွိလာေသာ ရန္ပုံေငြကို စီမံ ခန့္ခြဲေရး၊ ပစၥည္း ဝယ္ယူေရး အစရွိသည္တို႕တြင္ တာဝန္ရွိမည္ ျဖစ္သည္။ နယ္စပ္ေရးရာ ဝန္ႀကီး ဌာန ေအာက္ရွိ ေက်းလက္ ေဒသ ဖြံ႕ၿဖိဳး တိုးတက္ေရး ဦးစီးဌာနသည္ စီမံကိန္း အေကာင္အထည္ေရး ဌာန ျဖစ္သည္။ နိုင္ငံျခား ေထာက္ပံ့ေငြ စီမံ ခန့္ခြဲေရး လုပ္ငန္း ေကာ္မတီသည္ စီမံကိန္း ဦးေဆာင္ ေကာ္မတီ ျဖစ္သည္။
