The Republic of the Union of Myanmar has received financing from the World Bank towards the cost of its National Community Driven Development Project (NCDD), which is being implemented by the Department of Rural Development (DRD) of the Ministry of Livestock, Fisheries and Rural Development. The objective of the assignment is to independently and objectively assess the technical quality of civil works financed under the NCDD Project during the First Community Project Cycle (Oct. 2013 to May 2014), including design and construction quality, operation and maintenance, sustainability, and compliance with social and environmental safeguards.
The consulting services (“the Services”) include:
Examine Technical Design Quality of Infrastructure Subprojects
Review the adequacy of Quality Control / Quality Assurance (QC/QA) mechanisms
Assess compliance with Social and Environmental Safeguards
Assess Quality of Technical Assistance and Infrastructure Management
Examine cost-effectiveness of the main infrastructure types in relation to those of other projects.
Conduct an Economic & Labor Analysis
Review Operation and Maintenance (O&M)
Assess Community Satisfaction and Use of the Infrastructure
Document Best Practices / Lessons learned
The services will be conducted for a period of two (2) calendar months. The Consultant Team will be located at the NCDD Project office in Nay Pyi Taw and comprised of the following positions for each person month input:
1 Team Leader/Community Infrastructure Specialist (8 person-weeks)
2 other Infrastructure Specialists (specific areas of specialization as will be needed, for a total of 12 person-weeks)
1 safeguards specialist (8 person-weeks)
1 rural economist (6 person-weeks)
1 audit assistant (6 person-weeks)
The Department of Rural Development invites expressions of interest (EOI) from qualified and experienced Local NGOs/ Firms. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other NGOs/firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Expressions of Interest must be submitted in a written form to the address below (in person, or by mail, or by e-mail) by April 25, 2014.
A consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines. The Selection criteria are:
• Past experience with community based development activities in Myanmar;
• Availability of staff with relevant expertise;
• Size of contracts over the past five years.
The attention of interested Consultants is drawn to Paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
