ကမၻာ့ဘဏ္အဖြဲ႕ႏွင့္ ေက်းလက္ေဒသဖြံ႕ျဖိဳးတိုးတက္ေရး ဦးစီးဌာနမွ တာဝန္ရွိသူမ်ား CDD စီမံကိန္း အေကာင္အထည္ေဖာ္ေဆာင္ရြက္မည့္ ခ်င္းျပည္နယ္၊ ကန္ပက္လက္ျမိဳ႕နယ္အတြင္းရွိ ေက်းရြာမ်ားသို႔ ကြင္းဆင္းေလ့လာ : World Bank Group and responsible people of Department of Rural Development inspect the villages in Kanpetlet Township, Chin State in which CDD Project is going to be implemented

လူထုအေျချပဳဖြံ႕ျဖိဳးေရး အမ်ိဴးသားစီမံကိန္း အေကာင္အထည္ေဖာ္ေဆာင္ရြက္ရန္ ေက်းလက္ေဒသ ဖြံ႕ျဖိဳး တိုးတက္ေရး ဦးစီးဌာနမွ ဒုတိယညႊန္ၾကားေရးမွဴး ဦးလွခိုင္ႏွင့္ ဦးေက်ာ္စြာေအာင္တို႔ ဦးေဆာင္ေသာအဖြဲ႔ႏွင့္ ကမၻာ့ဘဏ္မွ Task Team Leader Mr. Markus Kostner ဦးေဆာင္ေသာ အဖြဲ႕ဝင္မ်ားသည္ စက္တင္ဘာ ၈ ရက္ေန႔မွ စက္တင္ဘာ ၁၂ ရက္ေန႔အထိ ကန္ပက္လက္ျမိဳ႕နယ္အတြင္းရွိ ေက်းရြာမ်ားသို႔ ကြင္းဆင္း ေလ့လာခဲ့သည္။ 

အဖြဲ႕ဝင္မ်ားသည္ ကန္႔သာရုံရြာ၊ ပါကြန္းရြာ၊ လြန္ေမာင္းရြာ၊ ေဆာေလာင္းရြာႏွင့္ မေက်ာက္အားရြာမ်ားသို႔ သြားေရာက္ ကြင္းဆင္းေလ့လာျခင္း၊ ကန္ပက္လက္ျမိဳ႕နယ္ CDD စီမံကိန္း႐ံုးသို႔ သြားေရာက္ေလ့လာျခင္း၊  ၿမိဳ႕နယ္ စီမံကိန္းေရးဆြဲေရးႏွင့္ အေကာင္အထည္ေဖာ္ေရးေကာ္မတီ၊ ၿမိဳ႕နယ္ ဖြံ႕ၿဖိဳးေရး အေထာက္အကူျပဳ ေကာ္မတီဝင္မ်ားႏွင့္ ေတြ႕ဆုံေဆြးေႏြးျခင္း၊ ကန္ပက္လက္ ျမန္မာ့စီပြားေရး ဘဏ္ခြဲသို႔ သြားေရာက္ေလ့လာျခင္းမ်ား ေဆာင္ရြက္ခဲ့သည္။

ေက်းရြာမ်ားသို႔ ကြင္းဆင္း၍ ေလ့လာရာတြင္ ရြာသူရြာသားမ်ားအား စီမံကိန္းအေကာင္အထည္ေဖာ္မည့္ ပံုစံႏွင့္ စီမံကိန္းအတြက္ သတ္မွတ္ထားသည့္ စည္းမ်ဥ္းစည္းကမ္းမ်ား ရွင္းျပျခင္း၊ စီမံကိန္းအတြက္ ရည္ရြယ္႐ုိက္ကူးထားသည့္ စီမံကိန္းဗီဒီယို ျပသျခင္း၊ ေက်းရြာလူထုအေနျဖင့္ ဗီဒီယိုဇာတ္လမ္းတြင္ ပါဝင္သည့္ စီမံကိန္း စည္းမ်ဥ္းစည္းကမ္းမ်ား အေပၚ နားလည္မႈ ရွိမရွိ ေမးျမန္းျခင္း၊ ေက်းရြာအေျခအေနႏွင့္ ပတ္သက္၍ သိလိုသည္မ်ားကို ရြာသားမ်ားအား ျပန္လည္ေမးျမန္းျခင္းတို႔ ေဆာင္ရြက္ခဲ့သည္။ ေက်းရြာတြင္းအစည္းအေဝး က်င္းပျပီးသည့္အခါ ရြာအတြင္း လွည့္လွည္ ၾကည့္႐ႈ၍ ရြာသူရြာသားမ်ား၏ အေျခအေနႏွင့္ ေက်းရြာ၏ လိုအပ္ခ်က္မ်ားကိုလည္း ၾကည့္႐ႈေလ့လာခဲ့သည္။

ေက်းရြာ ေဆြးေႏြးပြဲမ်ားအနက္ မေက်ာက္အား ေက်းရြာမွ ရြာခံတစ္ဦးက စီမံကိန္း၏ ဒဏ္ခတ္အေရးယူမႈအပိုင္းတြင္ ေက်းရြာတစ္ရြာက မေလွ်ာ္မကန္ ေဆာင္ရြက္လွ်င္ အုပ္စုတစ္ခုလုံး ဒဏ္ခတ္ အေရးယူခံရပါက မွ်တမႈ မရွိပါေၾကာင္း ေဆြးေႏြးရာ ကမၻာ့ဘဏ္မွ Mr. Nikolas Myint က ဒဏ္ခတ္အေရးယူရာတြင္ ျပႆနာအတိမ္အနက္အေပၚ မူတည္၍ အဖြဲ႕အလိုက္၊ ရြာအလိုက္၊ အုပ္စုအလိုက္၊ ၿမိဳ႕နယ္အလိုက္ဟူ၍ အဆင့္ဆင့္အေရးယူပါေၾကာင္း ျပန္လည္ ရွင္းလင္းေျပာၾကားခဲ့ပါသည္။

ၿမိဳ႕နယ္စီမံကိန္းေရးဆြဲေရးႏွင့္ အေကာင္အထည္ေဖာ္ေရးေကာ္မတီ၊ ၿမိဳ႕နယ္ဖြံ႕ၿဖိဳးေရး အေထာက္အကူျပဳ ေကာ္မတီဝင္မ်ားႏွင့္ ေတြ႕ဆုံရာတြင္ ၿမိဳ႕နယ္အုပ္ခ်ဳပ္ေရးမွဴးက ေက်းရြာစာရင္းသည္ ၁၉၈၆ ခုႏွစ္က စာရင္းသာ ျဖစ္သျဖင့္ ယခုအခါ ေျပာင္းလဲမႈရွိေနေၾကာင္း တင္ျပေဆြးေႏြးရာ ကမၻာ့ဘဏ္မွ Mr. Markus Kostner ႏွင့္ ဦးလွခိုင္တို႔က ေက်းရြာအုပ္စုစာရင္း ေျပာင္းလဲမႈမရွိပါက ဤစီမံကိန္းတြင္ သက္ေရာက္မႈ မရွိပါေၾကာင္း ေျပာၾကားခဲ့ျပီး စီမံကိန္း ဗီဒီယိုႏွင့္ ပတ္သက္၍ ျမိဳ႕နယ္ေကာ္မတီမ်ား၏ သေဘာထားကို ေမးျမန္းရာ သီးျခားအၾကံျပဳစရာ မရွိပါေၾကာင္း ျပန္လည္ ေျဖၾကားၾကပါသည္။

ကမၻာ့ဘဏ္အဖြဲ႕မွ တာဝန္ရွိသူအခ်ိဳ႕က ကန္ပက္လက္ျမိဳ႕နယ္ ျမန္မာ့စီပြားေရးဘဏ္ခြဲသို႔ သြားေရာက္၍ သိလိုသည့္ အခ်က္မ်ားကို ေမးျမန္းခဲ့ရာတြင္ ဘဏ္မန္ေနဂ်ာက သိလုိသည့္အခ်က္အားလံုးကို ျပန္လည္ရွင္းလင္း ေျဖၾကားခဲ့သည္။

In order to implement National Community Driven Development Project, Deputy Director of Department of Rural Development U Hla Khaing and U Kyaw Swar Aung, and Party and Mr. Markus Kostner, Task Team Leader and Party inspected the villages in Kanpetlet Township from 8 Dec to 12 Dec.

Then the party members inspected Kanttharyone Village, Par Kun Village, Lun Maung Village, Saw Laung Village and Ma Kyaut Arr village, observed CDD project office, discussed with members of Township Planning and Implementation committee and Township Development Committee and observed Myanma Economic Bank (Kanpatlet Branch). 

During inspection trip, party members explained about Project Implementation Plan and specified Rules and Regulations for the Project, showed Project Video, shoot questions to check whether villagers understand rules and regulations explained in the video, asked villagers about the village condition. Then the party members explored around the village to check the villagers' condition and checked the requirements.

At the socialization workshop, one of the villagers from Ma Kyaut Arr Village raised the discussion that it is unfair to inflict punishment and take action on the whole village tract if only one of them behave improperly. Mr. Nikolas Myint explained that the punishment will be inflicted on the group stage, the village stage, the village tract stage and township stage according to problem emphasis.

At the meeting with the members of Township Development Committee and Planning and Implementation Committee, Township Administration Officer discussed that the numbers of the villages is listed according to 1986 list and there are some changes now. Mr. Markus Kostner and U Hla Khaing said that if the village tract did not change, there would be no effect on the project. Then the member asked the attitude of the township committees regarding the project video, the members confirmed that there was no other comments on it.

Responsible people from World Bank Group visited Myanma Economic Bank (Kanpetlet Branch) and raised the questions they have. Bank Manager responded all the questions thoroughly.
